Renovating in Burnaby: what's required
Burnaby classes changes to an existing home that don't add floor area as Alterations (interior or exterior modifications such as adding a bathroom, building or taking down walls, or adding a secondary suite), and any change to the footprint or increase in floor area as an Addition. Both are applied for online through the City's My Permits Portal, both require scaled, double-lined drawings at the time of application, and since July 1, 2026 some projects need a Development Permit before a Building Permit can be submitted or issued. Trade permits are separate: Burnaby is one of the BC municipalities that issue their own electrical permits, and natural gas permits within the province's pressure and load limits, rather than routing them through Technical Safety BC, and the City issues plumbing permits for single-family and duplex homes too. Secondary suites are permitted only in the R1, A1, A2, A3 and RM6 zones — in a duplex only where the units sit side-by-side or front-to-back, never one above the other — and only with the necessary building and subtrade permits and inspections behind them.
