Renovating in Richmond: what's required
Richmond treats most renovation work as permitted work: altering or renovating an existing building or finishing an unfinished basement needs a building permit, and plumbing, gas or electrical trade work needs its own permit, while painting, cupboards and partial-height room dividers do not. The City issues its own natural gas permits, within the province's pressure and load limits, but electrical permits come from Technical Safety BC, not City Hall. A secondary suite is allowed, one per single-family detached home, but to be legal it must be inspected and upgraded to the BC Building Code's secondary-suite requirements and all applicable City bylaws. Applications run through the MyPermit portal, and plans must be drawn to scale.

Do I need a permit for a renovation in Richmond?
Work that alters structure, plumbing or gas lines generally needs a City of Richmond building permit — the City issues gas permits itself, but electrical work goes through Technical Safety BC, not City Hall.
